COS to Host BSEE, USCG, ASEA and Industry Leaders to Promote Operational Excellence and Safety through SEMS at OTC 2016
The Center for Offshore Safety (COS) will again host leaders from industry, government and trade-associations during their half-day session program at the Offshore Technology Conference on May 5th, 2016 in Houston, TX. The COS half-day sessions at OTC are an important component of the Center’s mission to facilitate the communication, sharing and learning process on safety management systems.
The event will commence with a Breakfast Session which will include a joint-panel with senior regulatory leaders from US and Mexico “Offshore Safety Regulatory Collaboration and Oversight”. Doug Morris, Chief of Offshore Regulatory Programs at (BSEE) along with Carlos de Regules Ruiz-Funes, Executive Director, Agencia de Seguridad Energía y Ambiente (ASEA), will be the session speakers and will discuss the collaboration efforts and the memorandum of understanding between regulatory agencies in the Gulf of Mexico regarding safety management and opportunities for effective alignment or regulations and safety and environmental expectations.
Two technical session panels will then follow the Breakfast session. The first panel will include association representatives from COS, International Association of Drilling Contractors (IADC) and International Marine Contractors Association (IMCA) that will present on “The Continuous Improvement Journey to Share Industry Knowledge through Data Collection”. Attendees of this session will learn about the various initiatives and programs these associations have for collecting, analyzing and sharing industry data that promotes continuous improvement in safety & environmental performance.
The second panel will provide the industry’s perspective on “Enhancing Safety Management Effectiveness” through Safety & Environmental Management Systems (SEMS). Panel speakers will discuss their experiences including new work processes, and enhanced best practices, SEMS techniques, and findings from management system enhancements. Additionally new SEMS audit report formats and guidance documents will be discussed. Speakers will include representatives from Murphy E&P, Noble Energy and Schlumberger North America.
COS will also announce the winners of the 2015 Safety Leadership Award after the first mid-morning technical industry panel. The leadership award recognizes outstanding contributions to improving safety management as well as the sharing of industry knowledge related to successful programs, projects and initiatives. A brief overview will be provided of all finalist nominations followed by remarks provided by the Operator and Contractor winners.
The final event for the COS half-day session will be the luncheon event “Perspectives on Safety Management, and Future Regulatory Activity from Regulatory Senior Leadership”. BSEE Director Brian Salerno and U.S. Coast Guard Rear Admiral Paul Thomas will take part in a panel discussion moderated by Charlie Williams, Executive Director of COS. The discussion will be focused on safety, safety management, and future regulatory activity.
The Center for Offshore Safety is an industry-led group promoting continuous safety improvement for offshore drilling, completions, and operations through effective leadership, communication, teamwork, disciplined management systems and independent third-party auditing and certification. COS draws on expertise and input from the U.S. oil and natural gas offshore industry and the regulatory community.
